AI literacy is mandatory. Oversight has begun.
Article 4 of the EU AI Act requires every organisation that uses AI to ensure an adequate level of AI literacy. The obligation has applied since 2 February 2025; oversight has been running since 2 August 2026. We make your organisation demonstrably compliant in six to eight weeks, with the dossier to prove it.
2 February 2025
Obligation takes effect
Article 4 enters into force. Every provider and deployer must ensure an adequate level of AI literacy.
2 August 2026
Oversight and enforcement began
The European Commission has confirmed that oversight of the AI literacy rules has been in effect since this date. There is no transition period left.
Now
Demonstrability is the norm
The question is no longer whether you are doing something, but whether you can show what you did, for whom, and why that level is appropriate.
Does the AI literacy obligation apply to us too?
Almost certainly, yes. Article 4 targets both providers and deployers. As soon as your staff use ChatGPT, Copilot, Gemini, or an AI feature built into existing software, you are a deployer.
That applies in full to the public sector: municipalities, provinces, water authorities, healthcare institutions and educational institutions are deployers for the AI their staff use.
The law does not prescribe a specific course, number of hours, or certificate. You decide what is appropriate per role, but you must be able to justify and demonstrate that choice.
How do you show you comply?
Not with a certificate: no such thing exists for Article 4. With a dossier, built from four components.
Participant register
Who completed which training, at what level, and when, and with what result. This is the document you show first when asked.
Role-based learning paths
Three levels: basic, advanced and accountable, each with a rationale for why that level fits that role. Differentiation is exactly what the law expects.
AI usage policy
Documents which systems are permitted, what data may go into them, and which decisions always stay with a human.
Assessment per participant
A baseline measurement beforehand and a knowledge check afterwards. Without a test, you have demonstrated attendance, not literacy.
From baseline to dossier in eight weeks.
For an organisation of up to around 250 employees, this is a realistic pace. The engagement can be awarded within the current budget year and delivered in the following quarter.
01
Baseline measurement and role mapping
Week 1–2We map out which AI systems are already in use, who works with them, and what the current level is. That determines the split into learning paths.
02
Recording the AI usage policy
Week 2–3Together with management, the privacy officer and IT, we record what is allowed, with which data, and where the human decision stays.
03
Delivering the training
Week 3–6In-company sessions per learning path, using your own work as practice material instead of generic examples. Delivered in Dutch, at your location.
04
Testing and registering
Week 6–7Every participant completes a knowledge check. The results go into the participant register, linked to role and learning path.
05
Delivering the dossier
Week 7–8You receive the complete dossier: register, learning paths with rationale, policy and test results. Ready to present to a regulator, auditor or municipal council (gemeenteraad).
Three ways to arrange it.
From €495 per person, excluding VAT. Our engagements deliberately stay under the usual threshold for single-quote direct award, so one quote is enough. See what determines the price.

Three AI agents, ready to use.
Every training comes with three ready-made AI agents, chosen for your sector and set up around the way you work. They're live the moment the training ends, with no implementation project and no extra invoice.
Email Triage Agent
Sorts the inbox by topic and urgency, drafts replies to recurring questions, and hands anything that needs judgement to a person.
Knowledge Base Agent
Answers questions in plain language from your own documents, procedures and manuals, citing the source, so every answer can be checked.
Document Drafter
Produces first drafts of recurring documents, such as reports, letters and summaries, from data you already have, ready to review and send.
All agents run on European infrastructure, never use your data to train third-party models, and hand every decision that matters to a named person.
Does this need to go through a tender?
Usually not. At most public-sector organisations, a services assignment under the organisation's own threshold for single-quote direct award can be issued with one quote. Our engagements deliberately stay under that threshold.
Above that, multi-quote direct award applies, and from the European threshold onward, a European tender.
Thresholds differ per organisation. Always check your own procurement policy.
We provide the quote in the format your procurement team needs, with a fixed price, a described deliverable and a delivery timeline, so nothing is missing from the request form.

The AI literacy obligation, without the jargon.
What the obligation actually involves, who it applies to, how you demonstrate it, and how you procure it.
Yes. Article 4 of the EU AI Act requires every provider and deployer of AI systems to ensure an adequate level of AI literacy among everyone who works with AI on the organisation's behalf. The obligation has applied since 2 February 2025; oversight and enforcement began on 2 August 2026. The law does not prescribe a specific course, number of hours or certificate: you decide what is appropriate per role, but you must be able to justify and demonstrate that choice.
To almost every organisation that uses AI in its operations, not only to parties that build AI. As soon as your staff use ChatGPT, Copilot, Gemini or an AI feature in existing software, you are a deployer and fall under Article 4. That applies in full to public bodies: municipalities, provinces, water authorities and executive agencies are deployers for the AI their staff use.
With a dossier, not a certificate. In practice, the evidence consists of four parts: a participant register (who completed which training, at what level, and when), role-based learning paths with a rationale for why that level fits that role, a documented AI usage policy, and a test or knowledge check per participant. That package is what you show when asked.
Article 4 does not carry its own fine. The risk lies elsewhere: AI literacy is a precondition for enforcement of the AI Act's heavier obligations, and its absence counts against you in liability, tenders, and accountability toward a regulator, auditor or municipal council. Organisations typically arrange this because it must be demonstrable, not because a direct fine attaches to it.
For an organisation of up to around 250 employees, six to eight weeks is realistic: week 1–2 baseline measurement and role mapping, week 3–6 the training itself, week 7–8 testing and delivery of the dossier. The engagement can be awarded within the current budget year and carried out in the following quarter, which is standard and permitted for training budgets.
Usually not tendered. At most public-sector organisations, a services assignment under the organisation's own threshold for single-quote direct award can be issued with one quote. Above that, multi-quote direct award applies, and from the European threshold onward, a European tender. Our engagements deliberately stay under that first threshold, so one quote is enough. Always check your own organisation's procurement policy, since thresholds differ per organisation.

We love AI, but it's nice to talk to a human.
No bot, no ticket queue. A person reads this and answers within one working day, usually with a free 30-minute assessment of where AI would actually save you time and money.
