AI training for municipalities
Every municipality is a deployer under the EU AI Act. We make your organisation demonstrably AI-literate, and show where AI genuinely lightens the load for your civil servants.
The AI literacy obligation applies to organisations like
Capacity, Accountability, Waiting times, Lawfulness.
Municipalities are given more tasks than headcount. At the same time, every decision must remain explainable to the council, the audit office and the resident. AI is useful here, but only if a human keeps the decision and the trail stays traceable.

- Capacity
- Accountability
- Waiting times
- Lawfulness
Where AI in municipalities really saves time.
No generic promises. These are the processes we start with, and what they deliver.

Triaging objections (bezwaarschriften)
400 objections categorised, deduplicated and sorted by legal ground in 20 minutes instead of two weeks of manual work.
Searching Woo requests (Dutch FOI)
A document set of thousands of pages searched and given redaction proposals in a day, with the lawyer as final check.
Answering council questions
A substantiated draft answer with source references within five minutes, instead of three departments waiting on each other.
Checking grant applications
Completeness check per application in 30 seconds: missing attachments and ineligible items flagged immediately.
Summarising policy documents
A 40-page council proposal reduced to an executive summary the alderman actually reads.
Public space reports
Incoming reports automatically routed to the right team, including urgency and duplicate-report detection.
Preparing permit applications
Check for completeness and conflict with the local environmental plan before the caseworker spends time on it.
First-line customer contact
Standard questions about waste, parking and passports answered directly, with a warm handover when in doubt.
Archiving and record-keeping
Documents automatically classified and tagged with metadata according to your own filing plan.
One organisation, three levels.
The EU AI Act expects the level to match the role. So we don't train everyone the same way: a baseline level for everyone who uses AI, a deeper level for those who apply AI in decision-making or customer contact, and a governance level for those who decide which systems come in.
How this meets the AI literacy obligation →- Municipal secretary and management
- Policy advisors
- Legal affairs and objections & appeals
- Public services and customer contact centre (KCC)
- Information management and I&A
- CISO, privacy officer and DPO
- Procurement and corporate control

Medium-sized municipality, around 700 staff
Organisation-wide baseline assessment, three role-based learning routes, a documented AI usage policy and a participant register showing what each employee has completed and been tested on. Plus two automations live in production: objection triage and Woo-request search.
8 weeks
from baseline assessment to a complete compliance file

What municipalities pay this from
Usually from the training budget or the innovation and digitalisation budget, topped up with a grant application to the A&O fund for Municipalities (A&O fonds Gemeenten). Our packages are deliberately priced under the standard threshold for single-tender direct award, so one quote is enough and no formal tender procedure is needed. Do check your own procurement policy, since thresholds vary by municipality.
All budgets and subsidies at a glance →GDPR-proof, within the EU
Everything we build runs on European infrastructure, with data isolation per organisation, audit logs and the right to erasure. Your data is never used to train third-party models, and decisions with consequences always rest with a named human.
How we guarantee that →Three AI agents, ready to use.
Every training comes with three ready-made AI agents, chosen for your sector and set up around the way you work. They're live the moment the training ends, with no implementation project and no extra invoice.
Objection Triage Agent
Categorises incoming objections by legal ground, recognises duplicate and related cases, and routes them to the right caseworker.
Woo Request Agent
Searches a document set for what falls under the request and proposes redactions per passage, with the lawyer as final check.
Council Question Assistant
Drafts a substantiated answer from earlier documents and policy papers, with a source reference per claim.
All agents run on European infrastructure, never use your data to train third-party models, and hand every decision that matters to a named person.
Frequently asked questions from municipalities.
The questions that come up first in this type of organisation: the legal obligation, procurement, privacy and where to start.
Yes. A municipality that uses AI is a deployer under Article 4 of the EU AI Act and must ensure an adequate level of AI literacy among everyone who works with it on its behalf. The obligation has applied since 2 February 2025, and enforcement has been in effect since 2 August 2026. There is no prescribed course or certificate, but the municipality must be able to substantiate and demonstrate its choice.
Usually not. For services under your own threshold for single-tender direct award, one quote is enough. Our programmes stay deliberately under that threshold. Always check your own municipality's procurement policy, since thresholds vary.
Not as the decision-maker. In our programmes the line is firm: AI may prepare, summarise, sort and draft, but a decision affecting a resident is made and signed by a civil servant. We record that distinction in the AI usage policy, so it is traceable for the council, the audit office and the Dutch Data Protection Authority.
Yes. A six-to-eight week programme can be awarded and commissioned within the current year and delivered in the first quarter after that. That is standard and permitted for training budgets, and it's exactly why many municipalities lock in this kind of assignment in the fourth quarter.

We love AI, but it's nice to talk to a human.
No bot, no ticket queue. A person reads this and answers within one working day, usually with a free 30-minute assessment of where AI would actually save you time and money.
